We provide information on the state of housing emergency and energy poverty in the Czech Republic.
Through regular Reports on Exclusion from Housing, we provided information on the housing emergency in Czechia. We mapped the number of people without a roof over their heads, in hostels, shelters, or substandard housing. However, we also focused on the broader issue of housing affordability and the functioning of housing benefits. Our data is used by representatives of state administration, municipalities, and non-profit organizations.
Why is this necessary?
Before the publication of the first report for 2019, there was no similar document available in Czechia that would map housing need in such breadth and accuracy. Neither municipalities nor the state had an overview of the number of families in housing need in their territory, did not collect and evaluate the necessary data on a regular basis, and did not take the necessary measures. The report on housing exclusion provides them with this data and also proposes ways to address the situation.

What we do
Our mapping begins with the collection and analysis of data: from benefit systems, municipalities and social services, ministries, or from censuses of homeless people in individual cities. Based on data from various sources, we are able to calculate not only the total number of households in housing need in the Czech Republic, but also the burden of housing need at the level of individual municipalities or the number of people in specific forms of housing need.
We tried to ensure that the Report on Exclusion from Housing became the main source of information on the extent of the housing crisis for the media, politicians, and government officials. We presented the data to members of parliament at thematic seminars. We also distributed it to municipalities and non-profit organizations, where it can serve as an argument for change.
Understanding the scope of the problem is the first step toward solving it. We therefore supplement the data with proposals for specific measures that could alleviate the most pressing problems. These include, for example, a law on social housing, making housing benefits more accessible and increasing their amount, and greater investment in expanding municipal housing stocks.

Why is it important to know the numbers of people in housing need? Because without properly mapping the situation and problems, it is impossible to set up specific systemic measures. The report reveals a number of interesting findings and opens up new topics that need to be addressed.
